Planning Basics
The Kelso Community Development Department treats its customers
with respect and professionalism. Staff works with residents as
a team to solve nuisance abatement, planning, zoning, development,
code interpretation, building permits and building inspection challenges.
The Kelso Community Development Director is
Michael
Kerins. The Community Development Department has
a staff of four and manages all annexation, zoning, flood plain
permits, binding site plans, preliminary plats, final plats and
building permits. The department also works to eliminate substandard
housing/building issues and nuisances impacting quality of life. Nancy Malone is the Associate Planner;
Don
Harris is the Nuisance Abatement Officer; Chris
Mc Donnell is the Building Inspector and Plans Examiner;
and Beverly
Ogden is the permit technician and department assistant. Office hours are
7:00 a.m. to 5:00 p.m., Monday through Friday.

Community Development Top
Michael Kerins works as the Community Development Director, managing the department and serving as the liaison with the Kelso Planning Commission. He reports to the City Manager and the City Council on development issues. Kerins manages the environmental review of all projects, and coordinates the plan review for building and planning projects.

Nuisance Abatement Top
Don
Harris is
the Nuisance Abatement Officer. His main duties are to eliminate
nuisances for both residential and commercial properties.
Nuisances range from inoperable/junk vehicles, tall grass,
substandard housing, abandoned signs, and vacant commercial
buildings. Don helps the City Planner in land use research.
Don also reviews site plans for additions and new construction

Chris
Mc Donnell is the Building
Inspector. He inspects residential and commercial projects and answers
questions for neighbors and builders who need information on garages,
houses, roofs, decks, fences etc.
Department Assistant Beverly
Ogden prepares all building permits. Beverly
prepares public hearing announcements. E-mail her if you have any
questions about contractor licensing or the permitting process.
Additional Projects/Services Top
The Community Development office uses the services of the Municipal
Research and Services Center, Department of Ecology, Department
of Transportation and Community Trade and Economic Development.
These groups provide information on development issues and project
registration with different state agencies.
The Kelso Community Development Department works with downtown
property owners to create the Legacy Plan. These citizens strive
to focus attention on the urban design, zoning and land uses in
the downtown area.
The Allen Street Bridge Replacement Project provides many benefits
for redeveloping the downtown core area. The Bridge was completed
in 2000.
Kelso's new City Hall was completed in 2004.
